Jack disses Ianto as a loser when Ianto dresses like the Torchwood Cardiff operatives. It's only when Ianto dresses and acts like a Torchwood London operative that Jack hires him. That suggests Jack has some mixed feelings about Torchwood London and his own team, although he may not voice them out loud.
Very good point. It even ties into why Jack would want to bring him in on field work in season 1 too. And so true that Jack would have seen T1 as having killed Rose.
I don't quite see Ten as a Gwen type though. I find Tennant to be a lot more charismatic, so I can buy that people would follow him. I see him more as a cross between Pertwee and Davison. Aloof and arrogant, but certain people can break the shell.
