I think the Steampunk!Torchwood scenes in Fragments and Exit Wounds are supposed to be only 2-3 years apart (1899-1901) so having Alice Guppy look more or less the same age would be OK.

If they're going to continue TW (and I really hope they do) they need to sit down and develop a character bible, complete with timelines and other such logical things.
