And not so much evil as totally loyal to Queen, country, and species, and if you're not human you're beneath consideration. Which is what Torchwood was intended to be, and was in DW.
And Jack, to them, doesn't count as human.
(I love Steampunk Torchwood with a deep and unholy glee, because finally we have a reason for Jack not being the incorrigible flirt of DW and (unusually for TW!) it makes sense. But then they go and do Spoiler to him in the next ep, which is probably not going to have any effect on him at all...)
