This only applies to Ianto. He was originally supposed to be a background character, less even than Rhys, and far less interesting than Gwen or Tosh. He would fetch what needed to be fetched and have one episode a series that was his (i.e. Cyberwoman). He wasn't supposed to be interesting or scene-grabbing. Almost all, if not all, the interesting bits were embellishments that Gareth David-Lloyd added to the performance himself. This comes out in interviews with the production staff, who were quite surprised by his popularity, and the DVD commentaries.
