Well, they're always playing double, triple, quadruple games in the Whoniverse, I can't think why the Woodieverse would be any different.
Same universe, different lens.
...& they really should be more thorough about mopping up the minions.
To be fair, they at least made a stab at it. The Doctor usually doesn't bother to try.
